It has come to the attention of the MYA Race Regulations Team that the current version of HMS 2016 V1a does not include provision for rule 30.3 (U flag) starting penalties within its scoring.

After discussion it is intended that the HMS will be revised to include UFD as scoring the same as BFD (Rule 30.4 Black Flag.)

This will mean that the scoring for either 30.3 (UFD) or 30.4 (BFD) will be Fleet + 1 (all competitors +1)

The only alteration will be in the first race where this will be competitors in the largest heat + 1 as is currently included within HMS.

The HMS will be revised to include this provision in due course, however to assist those hosting events before this revision it is intended that a UFD shall be scored as BFD and that the sailing instructions are amended to identify this alteration.

For those who are not familiar with rule 30.3 the rule as extracted from the Racing Rules of Sailing can be seen below, along with rule 30.4

30.3 – U Flag Rule

 If  flag  U  has  been  displayed,  no  part  of  a  boat’s  hull,  crew  or equipment shall be in the triangle formed by the ends of the starting line  and  the  first mark during  the  last  minute  before  her  starting signal.  If  a  boat  breaks  this  rule  and  is  identified,  she  shall  be disqualified  without  a  hearing,  but  not  if  the  race  is  restarted  or resailed  

30.4 – Black Flag Rule

 If a black flag has been displayed, no part of a boat’s hull, crew or equipment shall be in the triangle formed by the ends of the starting line and the first mark during the last minute before her starting signal.  If  a  boat  breaks  this  rule  and  is  identified,  she  shall  be disqualified  without  a  hearing,  even  if  the  race  is  restarted  or resailed,  but  not  if  it  is postponed or abandoned before  the  starting signal.  If  a  general  recall  is  signalled  or  the  race  is abandoned after the  starting  signal,  the  race  committee shall  display  her  sail  number before  the  next  warning  signal  for  that  race,  and  if  the  race  is restarted or resailed  she  shall  not sail  in it.  If she does so, her disqualification shall not be excluded in calculating her series score.

Note: These will be amended as required by RRS Appendix E

The implementation of rules 30.1, 30.3 and 30.4 are at the discretion of the event race management during the event and it is recommended that the race team examine the merits of each rule before racing starts.
